About the program

Uruguay Grows with You (UCC) aims to consolidate a comprehensive protection system for early childhood. It is therefore proposed for the development of universal and targeted actions to ensure proper care and protection of pregnant women and the development of children under age 4, from a human rights, gender and generations perspective.

Objectives

General objective

Consolidate a system of comprehensive early childhood protection through public policy that ensures adequate care for pregnant women and integral development of children under 4 years of age from a human rights perspective.

Specific objectives

  • Generate knowledge useful for the design, monitoring and evaluation of policies aimed at protecting Early Childhood through the interagency coordination of existing information, generating necessary information and the development of research knowledge.
  • Develop educational and promotional activities to influence behavior and quality of life of families and improve the quality of services, in order to promote proper child development.
  • Reduce the incidence of factors related to socio-health risks and harm in children less than 4 years old and pregnant women; prioritize the most vulnerable situations.
  • Strengthen institutions, regional networks and territorial mechanisms in order to ensure the best development of a social protection system linked to early childhood.
Components and/or products

Social and educational actions

The program carries out social and educational actions in order to promote good practices in families, to improve the quality of life and promote the comprehensive and proper child development actions.

Decreased incidence of factors related to socio-health risks

The Program aims to reduce the incidence of socio-health factors that influence growth and development of risks for children under the age of 4. In order to accomplish this, the Program promotes proper health checks from the beginning of pregnancy, monitoring of nutritional status, focuses on patterns of nurturing and stimulation for child development, counseling on breastfeeding and feeding practices is offered, it focuses on healthy environments, prevention of diseases and accidents and active involvement of fathers in raising children is encouraged. At this point, complementary universal actions develop specific strategies to address situations of greater vulnerability.

Knowledge generation

Generation of knowledge for the design, monitoring and evaluation of comprehensive protection policies aimed at early childhood, through the interagency coordination of existing information, generating necessary information and the development of research on specific topics that require knowledge.

Better functioning institutions, regional networks and territorial mechanisms

This component aims to ensure better development of the social protection system linked to early childhood.

Actions carried out presently:

  • Delivery of "Set de Bienvenida (Welcome Set)" to all newborns in both the public and private sectors. This set represents a message to each family, in which a boy or a girl is born in the country, which shows the importance of health and the encouragement and care in the early years of life of children. The Set contains educational and play materials, specially selected to promote good parenting practices and proper development of the baby. Every mother has the right to receive the Welcome Set and is the responsibility of maternity institutions, public or private, to deliver this Set before hospital release.
  • Awareness Campaign about the importance of Early Childhood and Promotion of Good Parenting Practices through radio, television and public roads. Posters and brochures must be made available in health centers and other institutions. The campaign must be accessible to the general public.
  • Awareness Campaign about the importance of Early Childhood and promotion of good parenting practices through text messages (SMS). This is available for mobile phone users who have cellphone with TIGO phone company.
  • Uruguay Grows with You develops specific actions aimed for families with pregnant women and / or children under the age of 4, which live in situations of social and health vulnerability. This type of family support covers a period of approximately 10 months. During that period the UCC technical team works together with families in their homes carrying out socio-educational actions related to parenting practices and child development; support to carry out health checks; Processing support for social benefits; attention to emergency situations.
Target population

All pregnant women, children under the age of 4 and their families; they must be living in the country.
