About the program

Food supply program, food aid and public procurement, which aims to fight hunger and poverty in Brazil. It was launched in 2003 to benefit family farmers, beneficiaries of land reform, indigenous and other traditional peoples and communities or rural family businesses with DAP (Declaration of Aptitude from PRONAF) and people living in food and nutrition insecurity and those attended by the social assistance network and the food and nutrition teams.

Objectives

The main objective is to fight hunger and poverty in Brazil, for which the program uses marketing mechanisms that favor the direct purchase of products from family farmers or their organizations, stimulating processes that add value to production.

Components and/or products

Program consisting of five modalities:

  • Support for creating reserves from family farming: operated through organizations of family farming, this method provides resources for the organization to acquire products from family farmers and form product reserves to market them in the future.
  • Direct purchase of family farming: This modality focuses on acquiring the production of family farming, when market prices are low or when there is need if populations in conditions of food insecurity, adjusting product availability to consumption needs. The following can be purchased: rice, cashews, Brazil nuts, cassava flour, beans, corn, sorghum, wheat, whole milk powder and wheat flour.
  • Encourage production and consumption of milk (Milk PAA): Ensures the free distribution of milk to fight against citizens’ hunger and malnutrition which are in situations of social vulnerability and / or state of food and nutrition insecurity. It assists the northeastern states.
  • Purchase of family farming for simultaneous donation: Responsible for the donation of products acquired from family farming to people in situation of food and nutrition insecurity.
  • Institutional buying: A purchase intended to meet the regular demand for food consumption by the Union, the States, the Federal District and Municipalities.
Target population

Family farmers, beneficiaries of land reform, indigenous and other traditional peoples and communities or rural family businesses with DAP (Declaration of Aptitude PRONAF). Also, people living in food and nutrition insecurity and those assisted by the social welfare network and food and nutrition teams.
