About the program

This program aims to improve the competitiveness and productivity of the agricultural sector and help reduce inequalities in the field by supporting small and medium producers with credits and financial incentives. Its lines of support include a special line of credit for crop planting and maintenance; rural capitalization incentives; technical assistance and training; and adaptation of land to expand irrigation and drainage infrastructure.

SUPPORT THROUGH CREDIT LINES

Línea Especial de Crédito – LEC (Special Credit Line): It is an instrument aimed at improving conditions for financing agricultural projects associated with the planting and maintenance of short cycle crops that are part of the basic food basket, are of export interest or are sensitive to imports, such as: Achira, sesame, cotton, rice irrigation, rained rice, oats, barley, beans, fruit short cycle vegetables, corn, peanuts, potatoes, bananas, sorghum, soybeans, dark tobacco, light tobacco, wheat and Yucca.

  • Small producer (has total assets of up to 145 Monthly Legal Minimum Wages - SMMLV) can individually access a maximum amount of $ 2.000 million pesos (USD 968.523).
  • Small associate producer can access a maximum amount of $ 2.000 million pesos (USD 968.523).
  • Medium producer (with total assets of up to 145 and up to 5,000 SMMLV) can individually access  a maximum amount of $ 2.000 million pesos (USD 968.523).
  • Medium associated producer can access a maximum amount of $ 5.000 million pesos (USD 2,421,310).
  • Medium producer or inclusive large producer can access a maximum amount of $ 5.000 million pesos (USD 2,421,310).

Incentivo a la Capitalización Rural – ICR (Rural Capitalization Incentives): It is an economic benefit provided by the National Government with resources from the DRE Program, aiming to stimulate investment in capitalization in the countryside and thereby improve productivity and competitiveness of agricultural producers. The value of the incentive corresponds to a percentage of the value of total investment, which is defined according to the classification of the type of producer.

  • Small producer, the incentive is up to 40% of the value of the investment for a maximum of 750 SMMLV.
  • Medium producers, the incentive is up to 20% of the value of the investment for a maximum of 750 SMMLV.
  • Strategic alliance with participation of small producers in at least 50% of the project, the incentive is up to 40% of the value of the investment for a maximum of 2500 SMMLV.
  • Associations, cooperatives and companies of producers with the participation of small producers in capital, the incentive is weighted according to the type of producer participation by a maximum of 2500 SMMLV.

With this incentive the following can be financed:

  • Planting and maintenance of late yield crops, late yield fruits, fique, macadamia, forest species and renovation of coffee plantations areas that have completed their useful economic cycle.
  • Land improvement and irrigation systems.
  • Acquisition of machinery and equipment for production.
  • Production infrastructure (barns, piggeries, corrals, stables, cellars, ponds, greenhouses, etc.).
  • Infrastructure for primary processing and marketing of goods.
  • Development of biotechnology and its incorporation in production processes.
  • Silvo pasture production systems.

PRODUCTIVITY INCENTIVES

Economic Incentives for Direct Rural Technical Assistance - IEATDR: it consists of financial support to co-finance up to 80% of the costs of implementing the General Plans for Direct Rural Technical Assistance developed by municipalities or associations of prioritized municipalities by each department to provide service to small and medium producers. Technical assistance is provided through Agricultural Services Providers - EPSAGRO employed by municipalities with the Program’s resources.

Incentivo a la Asistencia Técnica Gremial (Incentives for Technical Assistance for Associations): This involves financial support for the agricultural sector’s unions and/or associations by supplying up to 50% of the costs of the delivery of technical assistance and training and updating of technical assistants.

Incentivo a la Asistencia Técnica Gremial (Incentives for Special Technical Assistance): This involves the delivery of technical assistance to small agricultural producers in areas of territorial consolidation or rural development.

Curso en Extensión Rural (Rural Extension Course): Design and implementation of the Training Program in Rural Extension with Manuel Mejia Foundation and the National Apprenticeship Service (SENA).

Soporte Técnico Asistencia Técnica (Technical Support - Technical Assistance): Support for implementation of the Agricultural Subsystem for Technical Assistance by the Colombian Agricultural Research Corporation (CORPOICA).

Coffee Extension Service: Support for the delivery of technical assistance to coffee producers (technical, social, economic, environmental and trade programs), through departmental committees of the National Federation of Coffee Growers - FNC.

Incentive for the Implementation of Associative Projects for Land Development: An incentive granted by the Ministry of Agriculture and Rural Development with funds from the DRE Program for those user associations within irrigation districts that want to build, modernize, rehabilitate or expand infrastructure for irrigation and drainage. The incentive, which is delivered through a public call, can be up to 80% of the total value of the investment. The counterpart investment from beneficiaries can be no less than 5% and those projects with more investment from the counterpart are prioritized. Civil works for irrigation and drainage must be linked to a productive project for each of the partners, guided by a clearly defined business plan.

Incentivo para la Elaboración de Estudios y Diseños de Proyectos Asociativos de Adecuación de Tierras (Incentives for Development Studies and Designs for Associative Projects of Land Development): It is an incentive granted to those user associations within districts with established irrigation systems who are interested in advancing studies and project designs that already have prefeasibility and an estimated budget for the cost of the studies. With these resources, up to 80% of the cost of the studies and designs can be finances. Those projects selected, as a result of the public call, should be done with individuals or businesses with recognized expertise and proven experience in the preparation of studies and designs for land improvement works.

  • Medium agricultural producers: With total assets above 145 and up to 5,000 SMMLV
  • Large agricultural producers: With over 5000 SMMLV in assets.
