About the program

Program implemented since 2005 for prevention, intervention and protection of children and youths who perform agricultural economic activities in public spaces, brick factories, and landfills; the ultimate goal is to eliminate child labor. The program provides conditional cash transfers, health and nutrition services, food aid and facilities for childcare. The initiative is run by the National Secretariat for Childhood and Youths.

Primary objective

Progressively eliminate child labor in its worst forms.

Components and/or products

Solidarity Cash Transfer

Monthly conditional cash transfer for families who live in extreme poverty; the CCTs’ requirements include that children’s health indicators are met, that they attend the appropriate services and achieve good nutrition indicators. Another requirement is enrollment to the formal school system from 1st to 6th grade with 85% attendance per month and promotion to the next grade. The base amount of the CCT is USD 25; an extra USD 25 is given per child from the ages of 0 to 7 and for each child between the ages of 8 to 14, USD 12; USD 12 are given per person with disability. Families who also have children in early childhood receive a monthly basic food basket.

Open Centers

These are day care centers where children attend when there is no possibility that, outside of school hours, they stay home to be taken care of by adults. In the Open Centers, the children receive food, tutoring and recreational activities and art. Protection Centers are specially installed for early childhood care; babies and toddlers receive food according to age and early stimulation.


Consists of the provision of a basic package of health benefits, including pediatric and dental care, growth and development control and vaccination. For families, medical care is included for the family nucleus with an emphasis on pregnant mothers and staff training workshops for parents.

Food aid

Consists of the provision of lunch and snacks in order to improve child nutrition. The aim is also is also to contribute to the retention and educational achievement of children. It also involves the provision of basic food baskets to families who have low life quality. The kits contain non-perishable food whose duration is calculated for the whole month.

Normative framework

Decreto N° 869/2008 del 18 de noviembre del 2008, por el cual el Presidente de la República ordenó el traspaso del Programa Abrazo, para la disminución progresiva del trabajo infantil en las calles, de la Secretaría de Acción social (SAS) a la Secretaría Nacional de la Niñez y la Adolescencia (SNNA), en el marco del cumplimiento del Plan de Erradicación del Trabajo Infantil.
