Urban Communities in Solidarity Program

About the program

It was created in 2009; is a national program that aims to provide a comprehensive approach to care and improve the conditions of human poverty, housing and social exclusion in urban neighborhoods within a framework of institutional coordination and responsibility of the Central Government and local governments and community organizations. It is implemented by the Social Investment Fund for Local Development of El Salvador (“Fondo de Inversión Social para el Desarrollo Local”).

Objectives

To provide a comprehensive approach to care and improve the conditions of humans living in poverty, housing and social exclusion in urban neighborhoods within a framework of institutional coordination and responsibility of the Central Government and local governments and community organizations.

Components and/or products

Program for Temporary Income Support - PATI (for more information see Program).

Education Grant (Cash Transfer): It aims to promote enrollment, regular attendance, and retention in the education system and the completion of the third cycle of basic education and secondary education of children and young people who have fewer opportunities living in urban settlements which are more precarious within the selected municipalities.

There are three types of grants:

  1. Attendance cash transfer: Composed of an amount USD$12 on a monthly basis which is paid per student and gradually increases through high school.
  2. Special additional cash transfers in the following cases: Additional incentive for women up to the age of 21 that are attending high school; additional incentive for re-entry to the school system for women who are teen mothers under the age of 21 that dropped out of school due to maternity and who enroll back into school at the time of entry to the program; and an additional incentive for the student population that lives with a disability.
  3. Special cash transfers in order to promote high school completion: deliver an amount that promotes and encourages high school completion.

Attendance cash transfer: Students up to and including high school.

Special additional cash transfers:

  1. Women up to the age of 21 who attend school;
  2. Teen mothers under 21 years of age who dropped out of school due to maternity and enroll back into school at the time of program entry.
  3. Student population with disabilities.

Special cash transfers in order to promote high school completion: high school students.

Must meet the following requirements:

  • The beneficiary must have been a part of the census for the Single Registry of Participants and being selected from established “cut-off points”.
  • The beneficiary must live in extreme and precarious urban settlements in the municipalities of Urban Communities in Solidarity.
  • A maximum of two years of “over-age” per school year.
  • Study seventh grade up to and including high school.
