About the program

The program is part of the National System for Social Welfare and is aimed at ensuring that the right of children to live a dignified and happy childhood is recovered. To do this, government institutions, citizen power cabinets and organized community work together in actions that provide social welfare services for all children in Nicaragua.

Objectives
  • Restore the rights of children to live in optimal conditions, with a family and safely.
  • Restore the right of children to grow up with love and care of a family.
  • Create and enable CDI (Child Development Centers) for professional care of the daughters and sons of mothers who work.
  • Restore the right of children to be enrolled in the registry of people.
  • Ensure the right to specialized attention for children with disabilities.
Components and/or products
  • Accompaniment or support activities in order to include children and adolescents in schools and for families to improve their employment opportunities.
  • Integration activities for children in Centers of Special Protection in order for their families or foster families to provide with the needed care and affection.
  • Comprehensive Care of the sons and daughters of working mothers through the expansion of Child Development Centers in urban areas and expanding community childcare centers in rural areas.
  • Registration of children born in hospitals, health centers and attended by midwives, the Ministry of Health will have service windows for Civil Registration in hospitals where deliveries take place.
  • Specialized attention for all children with disabilities, through enabling Specialized Care Centers in all hospitals of the Ministry of Health; complete 24 centers by 2011.
  • Territorial care network for the identification of 10,000 children, adolescents and young people who lack the protection and guidance of decent adults.
  • Territorial care network for the identification of working children which do not fulfill the right to education, direct work will be provided with families in order to stop children from working and become integrated to the school system.
  • Delivery of food packages.
Target population

Children from 0 to 6 years of age in urban and rural areas, giving priority to the following groups:

  • Children living in poverty and vulnerability.
  • Children with disabilities.
  • Children of fathers or mothers with severe disabilities.
  • Children from indigenous peoples and Afro-descendants from the Pacific, Central, North and Caribbean.
  • Migrant children, daughters and mothers; and children of migrant parents.
  • Children at social risk.
  • Child victims of disasters and emergencies.
  • Children with HIV or AIDS, daughters and sons of mothers or parents with HIV or AIDS.
  • Girls and children of persons deprived of liberty.
  • Daughters and sons of children and adolescents.
