About the program

It has been implemented since 2010; it is a Program for Health Infrastructure that provides the construction of family water tanks, school water tanks and water tanks for productive activity. It benefits people from semiarid rural municipalities, family farmers, indigenous people and “quilombolas”. It is a part of the Program Brasil Sem Miséria and is executed by the Ministry of Social Development and Fight against Hunger and the Spanish Agency for International Development Cooperation (AECID).

Objectives

General objective

Contribute to social transformation, promoting the preservation, access, management and exploitation of water as an essential right of life and citizenship, broadening the understanding and practice of sustainable and harmonious coexistence with the semiarid regions of Brazil.

Specific objectives

  1. Promote decentralized access to water, ensuring food security and food sovereignty and nutrition to families that live in semiarid regions of Brazil.
  2. Support the development of new social technologies for sustainable coexistence with semiarid regions.
  3. Strengthen institutions and build capacities for public managers, civil society organizations and family farmers in Brazilian semiarid regions.
Components and/or products

Health Infrastructure Program that includes the construction of family water tanks, school water tanks and water tanks for productive activity. It is composed of the following components:

  • Universal coverage for family water tanks ("First Water"): To meet 100% of demand for family water tanks in at least 100 municipalities in 9 states of the Brazilian semiarid region. Its coverage has become universal in at least 100 municipalities in 9 Brazilian Semiarid states satisfying 100% of the demand for family water tanks ("First Water").
  • "Water in Schools" – School water tanks: Implement school cisterns/water tanks in public schools in municipalities belonging to the 9 States of the Brazilian semiarid region. It guarantees access to water in public schools in municipalities of the 9 States of the Brazilian semiarid region through the implementation of school water tanks ( "Water in Schools").
  • "Second Water": Implement collective training technologies and rain water storage as support for small production, adding technology for all beneficiary families and increase the number of families attended within the Brazilian semiarid. Small-scale production activities are strengthened through the implementations of technologies from the component “Second Water” within the 9 territories of the Brazilian semiarid region.
  • Development of new technologies: Promote actions that promote and propagate new technologies that improve coexistence in a semiarid region. New technologies have developed and spread in order to improve coexistence within the semiarid regions.
  • Development of demonstrative projects: Plan and evaluate demonstrative actions that incentive  peripheral urban agriculture and lead to effective and fruitful transfer technology so as to fight against “la seca” (the drought) and provide access to potable water in other regions of the country. Peripheral urban agriculture has been supported through demonstrative projects and transfer technology to other regions of Brazil with poor access to drinking water.
  • Institutional strengthening - Skill Development: Identify actions to exchange experiences with other countries in order to improve and multiply the knowledge gained. Institutional strengthening skills have been developed as well as management skill policies and programs for water access for State managers, municipal managers, civil society organizations and family farmers of the Brazilian semiarid regions.
  • Study impact assessment of water tanks for the population of the Brazilian semiarid region: Support the development of competencies and skills in managing policies for access to water and rainwater harvesting - training State managers, municipal managers, and the third sector and family farmers of the Brazilian semiarid region.

Residents of rural municipalities in the semiarid region, family farmers, indigenous people and “quilombolas”.
