    Estrategia Nacional de Desarrollo e Inclusión Social

    This Strategy is part of the National System of Development and Social Inclusion, a system responsible for ensuring compliance with public policies that guide state intervention aimed at reducing poverty, inequalities, vulnerabilities and social risks.

    The MIDIS (Ministry for Development and Social Inclusion) has developed the National Strategy for Development and Social Inclusion "Incluir para Crecer (Include for Growth)" as a management tool which works as the framework document in order to organize interventions being developed by the system’s actors focusing around common Objective and results.

    The Strategy draws from a life cycle approach, its aim is to guide the articulation of policy development and social inclusion within the framework of results-based management and the phases and instruments of the management cycle of public policy-planning and programming, implementation, monitoring and evaluation; the aforementioned is based on each sector’s initiatives which are being worked on as well as regional governments’ and local government.

    Through the division of these strategic areas, it is possible to deal with different programs corresponding to a specific axis focusing on each of the stages of life; thus this is how "Nutrición Infantil (Child Nutrition)" relates to "Desarrollo Infantil Temprano (Early Childhood Development)" and "Desarrollo de Niñez y Adolescencia (Development of Children and Youth)" with programs such as "Cuna More"; "Qali Warma" and "Juntos (Together)" and axes from "Inclusión Económica (Economic Inclusion)" and "Protección del Adulto Mayor (Protection of the Elderly)" relate to programs such as "FONCODES (Cooperation Fund for Social Development)" and "Pensión 65".

    Estrategia Nacional de Seguridad Alimentaria y Nutricional

    La ENSAN es la Estrategia de Implementación de la Política de Seguridad Alimentaria y Nutricional de Largo Plazo (PSAN). La Estrategia Nacional de Seguridad Alimentaria y Nutricional responde a la problemática SAN y sus desafíos de la siguiente forma:

    • Establece un concepto oficial de Seguridad Alimentaria y Nutricional que coloca el desarrollo del ser humano como la finalidad central de toda iniciativa SAN.
    • Redefine la población meta y establece un nuevo sistema de clasificación de grupos vulnerables basado en el nivel de riesgo alimentario.
    • Establece principios fundamentales que deben regular toda actuación pública, procurando la restauración moral y ética, recuperando el orgullo e identidad nacional, la eficiencia en los recursos, la sostenibilidad de los procesos, la vigilancia social y rendición de cuentas, entre otros.
    • Establece el desarrollo humano integral con enfoque de familia como eje transversal de toda la Estrategia.
    • Estructura el marco organizacional para la gestión SAN a nivel político, normativo, operativo y de concertación, coordinación y planificación.
    • Fortalece los mecanismos de coordinación, planificación, ejecución y operatividad para el desarrollo regional y local.
    • Establece un nuevo modelo de intervención de largo plazo para la SAN.
    • Identifica los principales desafíos en términos de atención gubernamental, según estratos sociales en crisis alimentaria: disponibilidad, acceso, uso, consumo y estabilidad en los alimentos y establece líneas de acción y medidas a tomar en el inmediato, corto, mediano y largo plazo.
    • Crea indicadores de avance aplicables a toda acción derivada de la ENSAN, que servirán para orientar y valorar la eficiencia en el sistema de seguimiento, monitoreo y evaluación para la ENSAN.
    • Relaciona las medidas con los lineamientos estratégicos y los indicadores de avance del Plan de Nación lo que permitirá medir los impactos de la ENSAN en el logro de las metas y objetivos nacionales.
    • Implementa su accionar bajo un enfoque sistémico, crea varios sistemas de intervención, con mecanismos y enfoque sectorial estratégico.

    El Plan de Gobierno 2010-2014 es el primero que se integra al Sistema Nacional de Planificación cuya estructura debe responder a los objetivos y metas de la Visión de País hacia el año 2038 y a los lineamientos estratégicos e indicadores del Plan de Nación 2010-2022 cuya finalidad última es el desarrollo integral de Honduras en los económico y lo social. Es el planteamiento de políticas, programas y proyectos que en cada administración gubernamental, independientemente del partido político que lo presente y ejecute, aborda la forma como esa administración particular pretende contribuir al logro de las metas e indicadores en cada uno de los ejes estratégicos del Plan de Nación.

    Plan Nacional de Soberanía y Seguridad Alimentaria y Nutricional

    PLANAL responds to the vulnerability of about 40% of the country's population, the high prevalence rates of malnutrition, malnutrition and food based disease, the climate of insecurity in the country, homeless people and beggars which are a part of the indigenous population, 150,000 peasant farms with low economic return to family labor, thousands of families in the countryside and cities which are not guaranteed good during the year, and to the dispersion of efforts and public institutional and external cooperation resources promoting sustainable development and the achievement of the millennium development Objective (MDGs). The National Plan for Food Sovereignty and Security and Nutrition is a call of the Paraguayan Nation towards all inhabitants and cooperating entities, without exclusion of any kind, to make contributions to the national cause of having a State Policy that synthesizes the genuine aspiration of the Paraguayan State to achieve, by 2025, that all people living in Paraguay at all times have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs according to their preferences and cultural norms, in order to bring forward an active and healthy life. The Plan, while benefiting the entire population living in the country, considers indigenous peoples and urban and rural populations living in vulnerable conditions as the main target groups.

    Plan Estratégico Nacional de Nutrición 2013-2016

    Este Plan Estratégico se presenta como herramienta fundamental para guiar las políticas públicas del Estado Dominicano en cuanto a salud y nutrición de la población general, con énfasis en los grupos de población vulnerables.

    Se busca contribuir a que la población dominicana, especialmente la más vulnerable, alcance su máximo potencial en crecimiento psicoafectivo e intelectual a través de la alimentación.

    El propósito del Plan es dar un salto de calidad en relación a la concepción de la ciencia de la nutrición y a su importancia en el bienestar y la seguridad humana de la población dominicana.

    Con la implementación del plan se propone asegurar un mejor desempeño, desarrollar competencias y aplicar la información de los eventos nutricionales para la toma de decisiones en una gestión basada en resultados.

    Para la realización de este plan se ha tomado en cuenta el marco general del país, como son: la Estrategia Nacional de Desarrollo República Dominicana 2030, la Situación Nutricional 2012, el Plan Decenal de Salud y los Objetivos Metas del Milenio.

    Plan National de Sécurité Alimentaire et Nutritionnelle

    Following the food crisis and natural disasters that have hit Haiti, the Government seeks to provide the country with strategic and operational instruments in order to meet the challenges of fighting poverty and food insecurity. The overall objective is to eliminate, by 2025, food insecurity in the Haitian population by concretizing the right to food, through a convergent orientation of all stakeholders and international, national and local actors involved in the production, distribution and use of food.

    Programme National de Lutte contre la Faim et la Malnutrition

    It is a comprehensive strategic framework that the Haitian government began implementing at the beginning of 2012. It takes concrete urgent actions and long-term targeted ones to break the vicious circle of hunger and malnutrition, addressing the problem of food insecurity in all its transversality. Its objectives are: i) Halve the proportion of the population suffering from hunger since its implementation in 2016; and ii) Eradicating hunger and malnutrition by 2025. In order to accomplish, actions are implemented in order to improve access to food, increasing agricultural production and increase services and basic infrastructure drive.

  • Saint Kitts & Nevis

    National Social Protection Strategy

    It is the first National Social Protection Strategy of the Government, forming an important part of the planning process of the government to ensure that public resources are directed to addressing the challenges of poverty and vulnerability that the country has to face. The purpose of the Strategy is to establish the main priorities for the development of a social protection policy and its reform in the next 5 years (2013-2017); and guide the establishment of a sustainable, comprehensive and integral social protection. This implies the strengthening and integration of a large number of policies and programs, including social safety nets, social welfare, and social insurance and labor market policies. The Long-term Strategy establishes the framework for sustainable and comprehensive social protection for all citizens against risks, shocks and vulnerabilities that lead to chronic deficiency. The first phase of the reform of social protection focuses on consolidating and strengthening the social safety net, in order to ensure that resources aimed at addressing the most vulnerable have the desired impact.

  • Colombia

    Plan Nacional de Seguridad Alimentaria y Nutricional 2012-2019

    The document “Conpes Social 113” of March 2008 establishes the National Policy for Food Security and Nutrition (PSAN) and defines as one of the strategies, the need to build and implement a National Plan for Food Security and Nutrition (PNSAN).

    The PNSAN is a set of objectives, Objective, strategies and actions proposed by the Colombian State in a framework of shared responsibility with civil society aimed to:

    • Protect the population of the contingencies that lead to undesirable and socially unacceptable situations such as hunger and inadequate nutrition;
    • Ensure the population's access to quality food in a timely and adequate manner ;
    • Achieve integration, articulation and coordination of the different inter-sectoral interventions and between institutions.

    The target population for PNSAN is the entire Colombian population; however it emphasizes the most deprived and vulnerable territories and populations, among which are the population living in extreme poverty, displaced by violence and those affected by natural disasters; as well as, children, pregnant women, nursing mothers and the elderly.

    Plan Nacional de Seguridad Alimentaria

    The National Plan for Food Security (PNSA) was created in 2003 within the framework of Law No. 25.724 / 2002 – National Program for Food and Nutrition, with the objective of enabling access for the population in a situation of social vulnerability to complementary, sufficient and commensurate feeding concordant to the particularities and customs of each region of the country. The implementation of the PNSA involves various aspects needed to promote food security and, as well, nutrition education activities that ensure the right to access scientific, culturally accepted and appropriate information for the various communities in the country.
