National Agricultural Policy 2009 – 2015

General information

It is the National Agriculture Policy of the country, for the period of 2009-2015, with which it seeks to promote economic development, create jobs and improve the viability of rural communities. It is designed to meet seven broad objectives:

  1. Increase efficiency and competitiveness of agriculture on the island;
  2. Promote the generation, adaptation and adoption of appropriate and improved technology;
  3. Expand the productive production and commercial base;
  4. Rationalize the use of land in the country;
  5. Improve food security in the country;
  6. Generate new employment opportunities and income generation in rural areas;
  7. Protect, conserve and ensure sustainable use of natural resources.

Objectives

Promote economic development, generate employment and improve the lives of rural communities.

Objectives and actions

  • Increase efficiency and competitiveness of agriculture on the island:
    1. Promote commercialization and an agro-business approach to agriculture.
    2. Create an environment that allows non-state actors to participate effectively in the development and decision-making process.
    3. Provide credit and agricultural finance.
    4. Finding a solution to labor problems in agriculture.
    5. Eliminate and minimize the effects of property theft.
    6. Assist the farming community to mitigate and manage risks.
    7. Promote gender equality.
    8. Develop succession planning and the involvement of young people in agriculture.
  • Promote the development, adaptation and adoption of improved / appropriate technology: The Government promotes an enabling environment for scientific investment, improved technology transfer and commercialization of new products, development of sustainable production systems and differentiated production.
  • Improve national food security: One of the Government's priorities is to promote the growth of food production and promote access to food. This is achieved by investing in promising business areas, developing a basic basket of crops and making the fisheries and livestock production meet the food and nutritional requirements. Furthermore, the Government must ensure that every household has physical and economic access to food.
  • Rationalize the use of land in the country: The government should implement legal instruments, institutional arrangements and focus on addressing the problem, rationalize and optimizing land use and improving the coordination and management in land management programs.
  • Protect, conserve and ensure sustainable use of natural resources: The Government recognizes the critical role of natural and environmental resources in the overall development of the country; it is indispensable for a more effective and sustainable management and utilization of these resources. Protection programs, conservation and sustainable use of natural and environmental resources are promoted.
  • Expand agricultural production and trade base: The Government promotes the active participation of the country in the global economy and promotes access to the markets of agricultural products and services.
  • Generate new employment opportunities and income generation in rural areas: Implement initiatives to promote the diversification of rural income and rural enterprises.
