Stratégie Nationale d'Assistance Sociale

General information

It is a strategy of the Government of Haiti conceived as a set of public interventions that provide social assistance to the vulnerable population living in extreme poverty, throughout their life cycle. It aims to reduce extreme poverty affecting 56% of the Haitian population living on less than a dollar a day.

Protecting throughout the life cycle, the short and medium term, the vulnerable population living in extreme poverty, in order to ensure long-term investment in human capital and provide opportunities to get out of extreme poverty.

Thematic axes

  1. Social assistance: Provide the most vulnerable households with conditional or non-monetary transfers, financial resources in kind or cash, to ensure a minimum level of income, taking into account the vulnerability lifecycle of its members.
  2. Human capital development: Ensuring the growth of human capital of the members of vulnerable households through programs promoting school attendance and vocational training.
  3. Economic inclusion: Job creation, support for small and medium enterprises, access to credit, marketing support real.

 * Households beneficiaries of economic inclusion cannot be welfare recipients.

Target population

Vulnerable population living in extreme poverty.

The EDE PEP considers the household as the basic unit which receives public interventions so that its impacts, although they are addressed to a specific household member, have synergistic effects on the entire family. To do this, the programs were conceived taking into account the vulnerabilities according to the life cycle of a person from a household in extreme poverty.
