Programme National de Lutte contre la Faim et la Malnutrition

General information

It is a comprehensive strategic framework that the Haitian government began implementing at the beginning of 2012. It takes concrete urgent actions and long-term targeted ones to break the vicious circle of hunger and malnutrition, addressing the problem of food insecurity in all its transversality. Its objectives are: i) Halve the proportion of the population suffering from hunger since its implementation in 2016; and ii) Eradicating hunger and malnutrition by 2025. In order to accomplish, actions are implemented in order to improve access to food, increasing agricultural production and increase services and basic infrastructure drive.

Unité de Coordination Nationale ABA GRANGOU (UNAG) Identificación de 150.000 personas vulnerables y transferencias monetarias y de alimentos para esas personas. Alimentación escolar en beneficio de 1 millon de niños y niñas. Instauración de 3.000 Agentes de Desarrollo Polivalentes para la provisión de servicios básicos en beneficio de los hogares más vulnerables. Creación de empleos para 50.000 personas vulnerables.   • Improving access to food
    1. Support economic, fiscal and tariff policies that favor the most vulnerable.
    2. Vulnerable households classified by the Census and create a Single Database.
    3. Social safety net through cash transfers and food and non-food goods.
    4. School feeding program.
    5. Emergency job creation.
    6. Creating food stocks for disaster and local purchases.
    7. Monitoring of food and nutrition security.
  • Increase agricultural production
    1. Support agricultural policies that promote rapid growth of the sector.
    2. Facilitation of investment in the sector.
    3. Seed multiplication program.
    4. Stabilization for fertilizer supply.
    5. Optimal use of arable land.
    6. Development and strengthening of irrigated perimeters and management of irrigation infrastructure for users.
  • Increase services and basic infrastructure
    1. National Network of Multivalent Development Agents (ADP).
    2. Prevention of malnutrition and actions focused on acute malnutrition.
    3. Improving the production of salt in Artibonite and in the Northeast.
    4. Improvement of family structures for crop stocks.
    5. Improved access to water through the construction of cisterns in vulnerable areas.
    6. Strengthening the institutional capacities of the municipalities and the Boards of Directors of the Communal Sections.
    7. Strengthening citizen participation and civil society mainly through councils for Participatory Development Support at community level.
    8. Coordination and harmonization of activities of the technical and financial associations (NGOs, foundations, etc.).
