Plan Sectorial de Desarrollo Agropecuario y Rural 2015-2018

General information

This Plan is the instrument used for planning by the Agricultural and Rural Development sector to make effective, in the short and medium term, Policies for the Agricultural Sector and Development of Rural Territories 2015-2018. This plan contains actions and goals embodied in the 2015-2018 National Development Plan "Alberto Cañas Escalante" (PND 2015-2018) in its agricultural component and other relevant sectoral actions that were not incorporated in the PND, for various reasons. It is the instrument that makes Policies operational for the Agricultural Sector and Development of Rural Territories in 2015-2018

These actions and goals respond to the demand for services raised by the private sector and institutional services, resulting in services regarding several working sessions with the public and private sectors. In order to be implemented it requires inter-agency coordination, timely allocation of resources, the efficient and effective use of said resources, monitoring and evaluation of actions and objectives.

Furthermore, the purpose of this Sectoral Plan for Agriculture is to contribute to generate the results that foster a greater impact on added value agriculture that contributes to the economic and social growth of the country, a significant contribution to achieve the Objective of food and nutritional security and sovereignty and especially in order to achieve the national goal regarding the reduction of poverty and unemployment, especially in the most disadvantaged rural areas; and in the environmental area, to reduce greenhouse gases, improve climate risk management and contribute to the goal of neutral carbon by 2021.

Objective 1

Increase added value in agriculture, boosting productivity improvements and sustainable rural development, with growth rates between 6 and 8 percent in the period.

To fulfill this objective it is required to achieve a significant increase in the sector’s budget and provide financial support required by the private sector; as well as the accompaniment of other sectors such as transport and infrastructure; Science, Technology and Telecommunications; Economy, Industry, Trade and Tourism; International Policy and others.

Objective 2

Support the national goal of reducing rural poverty through actions that improve living conditions in rural areas and foster the dignity of the rural population.

A reduction of rural poverty arises; a target to be achieved through joint efforts between various sectors, especially with labor and social security, human development and social inclusion, education, health, nutrition and sports, housing and human settlements, among others. Furthermore, right macroeconomic conditions are necessary in order for the sector's contribution to be effective at a national level.

Pillars and specific objectives

  • Pillar 1. Food security and sovereignty
    • Objectives:
      1. Improve productivity, commercialization and generate added value for the main agricultural products of basic consumption of the population and other activities in agriculture, through articulated supply of goods and timely and effective services to improve the living conditions of small and medium producers.
      2. Promote projects and productive enterprises in non-traditional and indigenous activities, with added value as a new alternative supply and generation of employment and income.
    • Strategic areas:
      1. Increased production and productivity with added value.
      2. Production, availability and use of seed and genetic material of superior quality.
      3. Improving internal commercialization processes for greater market access.
      4. Research, technology transfer, extension and innovation.
      5. Defense of national production and public health.
      6. Conservation and use of plant and animal genetic resources.
      7. Knowledge management.
      8. Production, commercialization and value addition of local and nutraceutical products.
  • Pillar 2. Opportunities for youth in agriculture and rural areas
    • Objective: Develop capabilities for creating employment and entrepreneurship opportunities for young people in order to achieve their integration and effective participation in economic, social and cultural fields in rural areas.
    • Strategic areas:
      1. Visibility and awareness of young people in order to integrate into the different areas of rural communities.
      2. Capacity building in rural youth development, partnership and youth organizations.
      3. Human capital formation in technical colleges to enable young people´s access to quality jobs or productive enterprises.
      4. Access to public goods and factors of production in order to develop quality projects or jobs.
      5. Coordination and inter-sectoral coordination to respond to demands of rural young people regarding goods and services from other sectors.
  • Pillar 3.Territorial Rural Development
    • Objective: Promote the integration of the population from rural areas to the dynamics of territorial development of the country, with investment projects that generate added value to improve the quality of life in rural areas.
    • Strategic areas:
      1. Production linkages and value chains based on the potential of the territories.
      2. Development and implementation of capacity for entrepreneurship and better jobs.
      3. Inter institutional coordination for the access of goods and services for the development of territories.
      4. Human development and social inclusion in the territories.
      5. Creating instances of public-private convergence for development in the territories.
  • Pillar 4. Agricultural adaptation and mitigation to climate change
    • Objective: Promote measures of adaptation, mitigation and climate risk management, which contribute to the fulfillment of the National Strategy on Climate Change, through investment, recognition of environmental services and other incentives, while fostering the development of green business, eco-friendly businesses and use technologies to reduce GHG emissions and to maintain and increase productivity in priority activities.
    • Strategic areas:
      1. Measures to adjust production processes to climate change.
      2. Climate change mitigation in the agricultural and rural sector.
      3. Promotion of green business.
      4. Comprehensive risk management.
  • Pillar 5. Strengthening the agricultural export sector
    • Objective: Improve aspects of productivity, quality, traceability, safety and compliance with social and environmental standards of existing and potential exportable products that allow better market positioning.
    • Strategic areas:
      1. Creating spaces in order to define and provide attention to strategic actions at a union level.
      2. Research, innovation and technology transfer for exportable products.
      3. Credit.
      4. Coordination with the Ministry of Foreign Trade for the administration of existing trade agreements and finding niche markets.
      5. Investment in infrastructure and logistics for export.
