National Policy for Agricultural Transformation

General information

The National Policy for Agricultural Transformation seeks to provide administrative, labor, financial and services to agricultural producers in the process of adapting to the new conditions of their changing environment and support modernization of their activities. With the purpose of improving productivity, competitiveness and overall development of the activities of the food, agribusiness and agro - export sector in the context of short, medium and long term in order to reach productive commercialization and sustainable transformation that contributes to economic growth and national development, and subsequently to successfully compete in the local market and in foreign markets.

Objectives

General objective

Provide administrative, labor, financial and services to agricultural producers in the process of adapting to new conditions of their changing environment and support modernization of its activities.

Specific objectives

  1. Promote the sustained growth of agricultural activities in the country with a view to expand its sectoral contribution for employment generation and distribution of rural incomes, protecting biodiversity and natural resources.
  2. Improve the economic efficiency of the different stages of production and commercialization, both inputs and products and their quality.
  3. Achieve an active and efficient participation of public and private entities in the process of agricultural transformation of the country.
  4. Raise the quality of life for subsistence farmers, promoting market entry.
  5. Promote the reduction of unit costs for the main food and industrial crops which are difficult substitute, in order to maintain competitiveness against imported products.
  6. Promote the reduction of unit costs of the main export products in order to improve their competitiveness in foreign markets.
  7. Promote new and more profitable, associated to agro processing and agro-export production alternatives.
  8. Strengthen producers and agricultural organizations management skills, since they are major actors in agricultural transformation.

Expected results

  1. Achieve the highest possible degree of competitiveness in agricultural activities within the framework of trade agreements adopted by the Republic of Panama.
  2. Add new services, support competitiveness, such as establishment of market information systems, products, production processes and technological innovations, technical assistance in commercial aspects, support for identifying opportunities and negotiation, identification of sources and modalities of adequate financing and product certification and quality.
  3. Channeling resources through funding, through loans and direct financial assistance for producers and workers involved in the process of agricultural transformation and which justifiably require it.
  4. Strengthen the solidarity of domestic consumers with farmers, through the Special Interest Compensation Fund (SFIC).
Target population

Natural or legal persons engaged in the production or agricultural, agro-industrial activities on a small scale and rural workers.
