National Policy on Food Security and Nutrition 2011-2015

General information

This is a Policy that the Salvadoran State undertakes, which establishes the guiding principles and general guidelines that lead the actions to promote Food and Nutrition Security and Sovereignty with an integrated approach within the framework of strategies for poverty reduction and global policies, sectoral and regional, consistent with the national reality.

Its overall objective is to guarantee the right to a healthy diet for the entire Salvadoran population in a progressive manner, starting with populations living in greater vulnerability, promoting food and nutrition security and food sovereignty in an environmental, social, culturally and economically sustainable manner, contributing in the long term to improve the quality of life of the population.

Objectives

General objective

Guarantee the right to a healthy diet for the entire Salvadoran population in a progressive manner, starting with the population that lives in greater vulnerability, promoting food and nutrition security and food sovereignty, in an environmental, social, cultural and economically sustainable manner, contributing in the long term to improve the quality of life of the population.

Specific objectives

  1. Improve national food production and socio-economic conditions of households at risk of food and nutrition insecurity.
  2. Improving physical and economic access for families to adequate food.
  3. Improve feeding practices and care of vulnerable groups.
  4. Reduce the prevalence of infectious diseases associated with hygiene practices, access to safe water and basic sanitation by households and communities.
  5. Promote and ensure women’s access to control and choose over productive resources and to promote fair distribution of tasks and responsibilities within families, society and the State regarding food security and in the care and reproduction human life.
  6. Develop skills, strengths and competencies of the different sectors involved in the different levels of intervention: national, departmental, regional and municipal levels on food and nutrition security.
  7. Strengthen legal and institutional frameworks for food and nutrition security.
  8. Establish a system for monitoring, assessment and early warning of food and nutrition situations, and the implementation of this policy.

Strategic lines

  1. Promote and improve production of safe and healthy food, in an economically, socially and environmentally sustainable manner, helping to improve availability and diversification.
  2. Guarantee the physical, economic and cultural access to safe and healthy eating.
  3. Promote healthy eating practices and affective nutrition, revaluing food culture.
  4. Ensuring access and quality of health services and safe water and promoting proper hygiene and sanitation practices in the home, school and community.
  5. Ensure the quality and safety of food for personal consumption.
  6. Implement an information system for surveillance, monitoring and evaluation of food and nutrition security at a national, departmental and municipal level, considering an inter-sectoral approach oriented for decision-making.
  7. Promoting research and technological innovation of public utility, aimed at achieving FNS.
  8. Develop and strengthen institutional arrangements to ensure the adoption of a comprehensive and multi sectoral vision of FNS.
Target population

The entire population, with a special emphasis on the most vulnerable population.
