General information

The National Development Plan (PND) is the document that defines the axes and strategic objectives, policy priorities and lines of action for inclusive and sustainable development in Paraguay. In the short term, the PND serves as a reference for the definition of programs and allocation of public resources, while establishing indicators for monitoring of the actions and for the verification of compliance with the Objective set by the Government. In the medium term, the implementation of the PND involves the alignment of strategic objectives with the priorities promoted every five years, with political and institutional mechanisms to take into account and shape the strategic direction of the PND for development by 2030.

It has 3 lines of action:

  1. Poverty reduction and social development.
  2. Inclusive economic growth.
  3. Paraguay’s insertion in to the world.

MLA and its priorities for 2030

  • Poverty reduction and social development
    1. Eradicate extreme poverty.
    2. Reduce by 90% chronic child malnutrition.
    3. Life expectancy at birth of 79 years: Reduce by 75% maternal mortality; reduce child mortality by 70%; 50% decrease in the mortality rate from traffic accidents.
    4. Secondary education coverage of 95%.
    5. Quality of education.
    6. Eradicate precarious human settlements through planning and urban improvement.
    7. Universalize access to water and sanitation.
    8. Income growth of 40% of the poorest population with growth rates higher than the economy in at least 12 of the 16 years from 2014-2030.
    9. Increase by 7 times the national average population that have completed tertiary studies.
    10. Universalize social security coverage.
    11. Universalize financial inclusion in homes.
    12. 85% of young people between the ages of 20-32 from the poorest quintiles attending job training.
    13. At least one Paraguayan university located in the top 400 worldwide.
    14. Regularize 90% of the land for agrarian reform and urban public settlements.
  • Inclusive economic growth
    1. Average growth rate of GDP of 6.8% (2014-2030).
    2. Efficient multimodal transport.
    3. 80% coverage of broadband internet for the population.
    4. Quintuple the number of patents for inventions.
    5. Productivity gap in agriculture (business-family) per hectare less than 3%.
    6. Household income gap (north region - eastern region) of less than 7%.
    7. 60% increase in renewable energy consumption by 20% and reduce consumption of fossil energy.
    8. Eradicate illegal deforestation, increasing forest cover per capita.
  • Paraguay’s insertion into the world
    1. Enhance the contribution of the immigrant community in Paraguay.
    2. Encourage the re-incorporation of prominent Paraguayans abroad.
    3. Increase the export of ICT products.
    4. At least 1 million tourists a year.
    5. Increase sales revenues for carbon.
    6. Sustainably exploit aquifers.
