Governance scheme and FNS policy coordination in Bolivia

National level FNS rectory

The politically responsible organization for national FSN is the National Food and Nutrition Council; the President of the Plurinational State of Bolivia chairs it.

The Technical Secretariat is in charge of the Ministry of Health that holds a leading position regarding the work of the Technical Committee CONAN (CT - CONAN), composed of official delegates of the nine ministries and social organizations.

Functions and attributions

CONAN aims to promote and coordinate the participation of public sector institutions and civil society in the elaboration of the Food and Nutrition Policy, and the diffusion, monitoring and implementation of food and nutrition programs culturally appropriate for the whole lifecycle, aimed to accomplishing the right to adequate food.

Conformation

The National Council for Food and Nutrition – CONAN chaired by the President of the State, is composed by:

  1. Minister of the Presidency;
  2. Minister for Development Planning;
  3. Ministry of Economy and Finance;
  4. Ministry of Productive Development and Plural Economy;
  5. Ministry of Rural Development and Land;
  6. Minister of Education;
  7. Minister of Health;
  8. Ministry of Environment and Water;
  9. Ministry of Justice;
  10. Representatives of social organizations and civil society.

Conformation formula

Representatives from civil society and social organizations participate in CONAN.

The Plurinational Productive Economic Council – COPEP is comprised by: the President of the Plurinational State; Ministers or ministers of the productive sector; Representatives of the native indigenous peasant organizations, intercultural and Afro-Bolivian communities nationwide; the Representative of the National Agricultural Confederation. The COPEP may call upon: Governors or departmental governors; the Representative of the Federation of Municipal Associations of Bolivia - FAM; the Representative of Autonomous Indigenous and Aboriginal Farming; the Representative of Economic Departmental, Regional, Provincial or Municipal Productive Councils.

Economic Department Productive Councils (CODEP) exercise their powers at the departmental level and are comprised by: the departmental competent authority; Representatives of the native indigenous peasant organizations, intercultural and Afro-Bolivian communities at the departmental level; the Departmental Representative of the Chamber of Agriculture.

Economic Municipal Productive Councils - COMEP exercise their powers in the Municipal area of its territorial jurisdiction, and consist of: the competent municipal authority; the Representatives of the native indigenous peasant organizations, intercultural and Afro-Bolivian communities at the municipal level.

Functions and attributions
  • Coordinate and participate in public policy development, planning, monitoring and evaluation of the Communitarian Agricultural Productive Revolution.
  • To exercise social control in agricultural governance for food sovereignty at all levels of the state and for the quality of public services of government agencies related to sustainable family farming.
Evaluation and monitoring

The Registry for Sustainable Family Agriculture under the Ministry of Rural Development and Land created through the Agro-Environmental Observatory is an agency that keeps a single, consolidated, updated, public registry. This registry includes the following: Small Farmer’s Organizations, Native - OECAS; the Communitarian Economic Organizations – OECOM; and native indigenous farming families, intercultural and Afro-Bolivian organized in Sustainable Family Farming, at a national, departmental and municipal level.

In addition, the Agro-Environmental Production, implemented by the Ministry of Rural Development and Land, is a technical monitoring and management institution of agricultural information created to guarantee food sovereignty.

The National Statistics Institute (INE) implemented a specialized agricultural information generation unit, which should design and implement mechanisms of statistical information of the primary agricultural sector and a comprehensive information tool that is implemented at least every three (3) years accompanying the instruments in operation.

Indicators of Human Rights, including the right to food, which is being developed by the INE and the Ministry of Justice.

The Ministry of Health provides official sources of information: National Demographic and Health Survey (ENDSA) and the National Health Information System (NHIS), which gives indicators on aspects of health and nutrition.

The Economic and Social Policy Analysis Unit (UDAPE) under the Ministry of Planning will carry out annual reports for the MDG.

Funding
  1. The State Treasury guarantees resources for the sustainable development of family farming.
  2. Departmental autonomous governments can set up Departmental Funds for Productivity within their concurrent jurisdiction, this for the promotion and improvement of agricultural production.
  3. Conditional transfers may be used for the development and improvement of agricultural production and productivity.

Action description

Hay mucha información de seguridad alimentaria y nutricional producida por diversas instituciones gubernamentales, pero no hay un sistema que integra las informaciones. La Secretaria Técnica del Consejo Técnico de SAN ha estado implementando un sistema comunitario de vigilancia de la SAN en 166 municipios del país. El sistema aún está en etapa piloto.

Action coordination

El Consejo Plurinacional Económico Productivo coordina la elaboración de las políticas de seguridad alimentaria, establece quién participa y se encarga del seguimiento y la evaluación de las políticas. Realiza el seguimiento y evaluación a la implementación del Plan de Producción Alimentaria y a las demás actividades que se desarrollen en el marco de la Revolución Productiva Comunitaria Agropecuaria.

Involved sectors

El Consejo Plurinacional Económico Productivo facilita el diálogo y la coordinación de las políticas de SAN.

El Instituto Nacional de Estadística mantiene un sistema informática con información relevante para la SAN (derechos humanos, pobreza, precios de los alimentos, indicadores de salud y nutrición). El Ministerio de Salud gestiona el Sistema Nacional de Información en Salud, que reúne datos antropométricos sobre niños y sobre mujeres en edad reproductiva. El Ministerio de Desarrollo Rural y Tierras mantiene el Observatorio Agroambiental y Productivo, que reúne información sobre la producción alimentaria.

El Ministerio de Desarrollo Productivo tiene a la Dirección General de Análisis Productivo que realiza un seguimiento a la producción de los alimentos con valor agregado (industriales) mediante el SIIP - Sistema Integrado de Información Productiva.

Se ha consolidado el Sistema de Alerta Temprana con todas las instituciones relacionadas a la producción agrícola, con el fin de proponer alertas respecto a la inseguridad alimentaria de los principales alimentos estratégicos a las autoridades que componen el Gabinete Económico para la toma de decisiones.
